"Airing out" the government: imitating changes for international partners
It would be naïve to hope that the Presidential Office would offer the post of prime minister to someone from the opposition or to those with a higher trust rating, such as Zaluzhnyi or Budanov.
The former have been completely excluded from the prospects of joining any "unity government" because, as time and experience show, Bankova needs a "government of loyalty" first and foremost. Budanov and Zaluzhnyi could become an alternative center of influence, so it is technologically advantageous to keep them in the shadows so as not to provoke a quick political start.
The reset of the government is more likely a response to Western partners that sometimes (even in times of war) they are ready to air out the house. This is unlikely to have much effect on the mood within the country, which has long understood that not only individual politicians but entire institutions have been excluded from governance processes.
There is no point in writing about systemic violations of procedures (and the Constitution) – the decision-makers will interpret these comments as a "paid-for" hit.
Obviously, we need to take more air into our chests and just exhale until the situation forces the authorities to think about whether this system is effective. And until time forces us to return to structuring and building sustainable institutions .
Or when the political team changes, which, no, will not return the old system of governance, but will at least stop the managerial chaos and write out the principles of a new architecture of power in the new, post-war conditions.
Although, I suspect, some offices believe that we are doing just fine with this, and the social elevators that worked in 2019 brought the best to the top..
The new government will generally be as faceless and amorphous as the previous one. And so far, there is no chance to believe that Yulia Svyrydenko (nothing personal) is not the same Denys Shmyhal, only in a skirt. Because no matter who becomes the head of the Cabinet, Bankova Street will still be higher, and her voice will be more commanding and more influential .
If only the positions of prime minister and head of the OP were combined. By the way, this has never happened in our history. So maybe, to hell with it, let it be ?
The new government will actually have a lot of really great people. And even professionals. But all of them will be deprived of subjectivity on the very first day. So in a year or two, you won't know their names, just like most of those who worked in the Shmyhal government .
Despite all these sad conclusions, I wish the people who will become ministers strength. After all, a lot depends on which way the gears are turning, whether we – all of us in the same boat – will not drown.
