"Airing out" the government: imitating changes for international partners
It would be naïve to hope that the Presidential Office would offer the post of prime minister to someone from the opposition or to those with a higher trust rating, such as Zaluzhnyi or Budanov.
The former have been completely excluded from the prospects of joining any "unity government" because, as time and experience show, Bankova needs a "government of loyalty" first and foremost. Budanov and Zaluzhnyi could become an alternative center of influence, so it is technologically advantageous to keep them in the shadows so as not to provoke a quick political start.
The reset of the government is more likely a response to Western partners that sometimes (even in times of war) they are ready to air out the house. This is unlikely to have much effect on the mood within the country, which has long understood that not only individual politicians but entire institutions have been excluded from governance processes.
