Christopher Francis Patten, Baron Patten of Barnes, is a British politician and statesman. He was the 28th and final Governor of Hong Kong (1992–97), Chairman of the Conservative Party (1990–92), and Chancellor of the University of Oxford from 2003 to 2024. He was also the European Commissioner for External Relations from 1999 to 2004.
