Ukraine is one of the world's leaders in the number of maritime workers. However, due to the war, a third of the 150,000 officially registered seafarers remain abroad. They work on foreign ships and earn more than $1 billion annually. This is 4% of Ukraine's service exports. However, much of this money is not taxed in Ukraine .

As a result, the state annually loses up to UAH 3.2 billion in taxes and up to UAH 10 billion in unified social tax. For a country that has been at war for more than a decade and needs every hryvnia, such budget losses are exorbitant. At the same time, seafarers themselves do not have access to most social guarantees.

Recently, the maritime industry has been shaken up by parliamentary bills 13416 and 13417. They concern a special taxation regime for seafarers. It is declared that their implementation will provide additional revenues to the state budget and legalize labor relations in the maritime industry.
