Since the beginning of 2025, 17,007 enforcement proceedings have been opened in Ukraine due to debts for fines of the SCC – this is more than 4,700 new cases per month. More than 24,000 existing debts remain in the system, as only 16% of cases have been closed – 2779 cases, counted in Openatabot.

The largest number of proceedings is in Kyiv (almost 2000), Dnipropetrovska oblast (1950) and Sumy oblast (1700). An anti-record was set in Odesa's Prymorskyi TCC: one person has seven cases in a year. In total, more than 17,000 proceedings were opened against almost 16,000 people – some have several debts.

Most debtors are men aged 25-35 (43.8%) and 36-45 (38.9%). The group of 46-60 years old accounts for 16.5%. But only 22 proceedings (0.1%) were opened against women.

Since 2022, debts for fines to the SCC have increased to 28,960. This is how many overdue cases there were for the entire period, but their number is constantly changing due to the closure of old cases and the opening of new ones.

on April 15, a law came into force that gives a 50% discount on the fine for outdated data in the TP. The amount of the fine is from UAH 17,000 to UAH 25,500 – the discount is valid in case of voluntary payment.

We remind you that, according to the law, men aged 18 to 60 who have not updated their data in the TCC and JV or are not registered for military service face a fine of UAH 17,000 to 25,500 during martial law or for repeated violations.
